The Umoja Festival, originally scheduled for Sept. 19-21 in downtown Portsmouth, will take place this weekend instead. (Fri Sept 26 2003) Free concerts associated with the festival will take place in the Portsmouth City Hall parking lot near Harbor Center instead of inside the amphitheater. Umoja shows are the Dennis Edwards Temptations at 8 p.m. Friday, Bobby Blue Bland at 8 p.m. Saturday, and Stephanie Mills at 7:30 p.m. Sunday.
